Payment Broker and the OneStop Business Registration System
JASCO has provided design, development and support services for the OneStop Business Registration system since 1997. Prior to the availability of Provincial Treasury's Internet Payment System, OneStop collected credit card payments over-the-counter at Government Agent's offices throughout the province. JASCO designed and developed the majority of the functionality of the OneStop Business Registration system as well as its interface to the Government Agent's Revenue Management System (RMS) that provided automatic generation and submission of electronic journal vouchers to Corporate Accounting Services (CAS) so that credit card payment proceeds could be credited to and debited from OneStop accounts.
In 2002, OneStop was a partner in the Ministry of Finance's Internet Payment Program pilot project. The interface designed and developed by JASCO was the first production application to connect through the payment program, allowing OneStop to become the first government application to accept online client credit card payments. The OneStop Business Registry was selected as the winner in the Electronic Service Delivery category at the BC Public Sector Transformation Awards in October 2002.
In 2003, in response to a requirement for support of multiple ministry clients within the OneStop Business Registration system, JASCO designed and developed Payment Broker, a fully stand-alone payment interface to Provincial Treasury's Internet Payment System.
Payment Broker supported shopping cart style purchase of multiple products, for example from two separate ministries, in a single payment request. End users were seamlessly re-directed to the Payment Broker from ministry client applications at the time of payment. Payment Broker recorded the transaction details and performed all of the background data exchange to the Provincial Treasury and Electronic Payment Service Provider (EPSP) via secure socket communications. The system performed automatic daily reconciliation with the EPSP and disbursement of credit card payment proceeds to, and recovery of funds from, different accounts on the Provincial Government's Corporate Accounting Services (CAS) system. Payment Broker included a comprehensive administrational web interface that allows system administrators to perform transaction management and reporting. The Payment Broker system was developed in ASP.NET with an Oracle 9i back-end database.
In 2006, as part of the Business Number Partner Expansion project, Liquor Control Licensing Branch (LCLB) integrated with OneStop for renewal of liquor licenses for businesses. OneStop and LCLB were presented with the Team Work Award at the BC Public Sector Information Technology Awards for service improvements implemented for liquor licensees. JASCO prepared the project charter for the Business Number Partner Expansion project and integrated LCLB into the Payment Broker system. Also In 2006, JASCO performed analysis for improvements to the change of address process.
In 2008, JASCO assisted with the migration of the OneStop Business Registration system from Payment Broker to BC Express Pay. BC Express Pay, also designed and developed by JASCO, was based largely on the implementation and successes of Payment Broker.
In 2009, as part of OneStop's Mobile Business License initiative, JASCO was involved in the analysis for the capture of payment of municipal business license application fees through the OneStop Business Registration system.
